Billing units allocate different risks. Per-GB pricing charges for transferred traffic, including some failed responses. Per-IP pricing buys address count, usually for a period, regardless of request volume.

Then calculate all-in cost per usable output = (plan + tax + overage + compute + storage + review + support effort) / validated outputs. A cheaper thread can lose to a traffic plan at low utilization; a cheap GB can lose to an unmetered plan on a high-byte continuous workload.
